Turnpike Road & Polster Road Bridge

Chairman Patton called the meeting to order at 6:38 pm.
Melissa Welsh moved to approve the minutes of May 14, 2012.
First Selectman Mailhos seconded the motion.
All in favor. (Jim Bulick & Peter Latincsics abstained) Motion carried.
- State of the Town Invitation
Chairman Patton stated that the Board of Selectmen will hold a State of the Town forum on June 27 at the library. He asked the members to let him know if they would like him to talk about any items of interest at the meeting. First Selectman Mailhos suggested giving a brief update on what the CIP Committee is doing.
- Discussion of CIP Projects – Turnpike Road
Lynn presented some pictures of Turnpike Road (near the Fed Ex station and near the water fall on the other end) when it was washed out in 2005. She stated that the heavy rain began at 11PM on a Friday night and 29 roads were closed due to washouts. The roads were opened back up by the following Monday morning, thanks to local business in town.
The Committee walked the road from the corner of Moosemeadow to the intersection of Balazs and Fermier.
Discussion was held on the condition of the pavement. Lynn stated that the plans include adding catch basins and piping as well as crowning the road. The catch basins were reviewed. There are 4 catch basins on that road as well as 3 open culverts. The road is in disrepair in many areas and Lynn noted areas of where icing occurs in the winter.
Lynn showed the Committee where most of the damage has occurred (near house #200) There is no runoff for the water, which runs down from the driveways. Some of the driveways appear to have been washed out and replaced with gravel. Lynn added that the gravel will wash out and go into the road, which is against our Ordinance (no debris is allowed in the roadways). The skirts on the driveways also are an issue, as they have been washed out.
The shoulders of the road have also been washed out in areas.
Melissa Welsh asked to have Planning and Zoning make sure the driveways are skirted properly once the road has been repaired.
Open catch basins were also reviewed along the road.
The pond at the corner of Turnpike and Balazs was then reviewed. There is a catch basin at the corner of Turnpike and Fermier Road that has three pipes that run into it from opposite directions that is diagonally adjacent from the pond, but it is unclear what one of the three pipes is tied in to.
Next, the Committee walked back and visited the box culvert on Turnpike Road Extension. Lynn showed everyone that there is a historical stone headwall on the original culvert. FEMA gave us money to put the box culvert in next to it to handle the overflow. The box culvert meets the 100 year storm standards.
- Discussion of CIP Projects – Polster Road
The Committee next met at the corner near Polster Road Bridge. Lynn said she is concerned about the weight limit on the bridge – especially if the proposed truck stop goes in. She added that the proposed project would be to close off half of the road and pump hydraulic cement to reinforce the abutments, put new decking on and routing the water as they work on each side. She also said that the property owner owns both sides of the road and has been very helpful, offering to use the abutting land to stage contracting resources. Lastly, Lynn stated that this bridge has been damaged twice already due to accidents; and has been able to collect insurance money to cover repairs.
Next meeting will be held at Willington Fire Department #1 on August 13, 2012 at 6:30 P.M.
